Academy Focus: Aerial and Land Dragon Training (Riders included) Fighting Arts (Humanoids exclusive)

This Academy is colloquially known as the Fight Academy, and for good reason. If one is to join this academy, it must be known that intense physical training and adherence to routine as well as academy rules will be expected. There are extensive training programs that decide whether or not the applicant is physically and mentally fit enough to join

Location: Between Harglen and Tarz

Divisions: Tactical Aerial Training, Tactical Land Training

Head of Divisions: Master of Aerial Maneuvers, Master of Land Maneuvers

Academy: Academic and Magical Training (Academics are all species inclusive)

Location: Between Didienne and Kaionar

Divisions: Academics, Magic

Head of Divisions: Master of Academics, Master of Magic

Privileges:
-Both Academies can act swiftly without express approval of the HC
-They must mind the HC if their own decisions are overruled
-No action can be taken without the agreement between both Academies, to prevent unbalanced power
-Those staying at the academy can be housed and given work if they cannot pay for their studies
-Students/Teachers need not reside in the Academies, though it does make life easy if they do
-Academies have the right to tax goods, set up "city" law and enforce it
-All punitive sentences exceeding incarceration of up to a year must be approved by the local judges.

I'd like to submit a request for entry for two characters. The first, Taeo. She is a more or less a magical void, and can not be affected by magic. For instance, if someone cuts her with an enchanted sword, she'll still bleed, but she won't be set on fire. Things like that. She would want to enter the academy to find out why she is like she is and if there is a record of anything like her.

Second would be Cleto, to the Land Dragon Training school as a professor, if at all possible. He's an older dragon and has years of experience under his metaphorical belt. As a dragon who no longer has the ability to fly due to a wound in the distant past, he would need a means of occupying himself in other ways to keep busy now that he can't just fly wherever he wants to go.

Guess I should follow that trend and request official permission for Soneya to be granted access to the academies as well as a student (or ex-student) rather than a teacher though. And though she may not constantly be at the academy, I'd still like her to have some sort of affiliation with it on a regular basis.
She's a water mage.

Okie day Nen, here's your organization. Pick it apart as needed!

Board of Trustees - The funders of the Academies. Those appointed by the city to make sure that the Academy is managing it's funding properly.

Dean of Academia and Magic/Dean of Aerial and Land Combat Fighting Arts - The Deans of their respective academies deal with the Board of Trustees, but also communicate with each other. The Deans run their Academies but must consult with one another if major changes are to be made.

Academy Masters - The various masters have a specific area of expertise and are considered by many in the academies to be the most knowledgeable about their craft. Masters are elected to their position by a panel of peers run by the Chief of Council.
Master of Academics - In the Northern Academy, the Master of Academics oversees the history and research departments primarily and is in charge of those branches.
Master of magic - In the Northern Academy, the Master of Magic oversees all magical related affairs and controls those departments primarily.
Master of Tactical Aerial Training - In the Southern Academy this Master oversees all Aerial combat training and approves the required curriculum for all branches under his delegation. May confer with the Land training Master in certain areas to give their students some necessary cross-training.
Master of Tactical Land Training - In the Southern Academy this Master oversees all Land Based combat training and approves the required curriculum for all branches under his delegation. May confer with the Aerial training Master in certain areas to give their students some necessary cross-training.

Chief of Council - The Chief of Council is an elected position. The Chief of Council runs meeting that are assembled by the Heads of staff to take stock of affairs within the Academies. Each Chief of Council reports to their respective Dean. The Chief of Council is also in charge of approving the hiring of the day-to-day cleaning staff and general upkeep of academy.

Heads of Staff - The various Heads are in charge of the necessities of making sure that the Academies can function on a daily basis. They compile reports in their specific areas, and when meetings are called, Presided over by the Chief of Council, they give their reports to the Chief.
Head of of Research & Development - For both branches of the Academy, the Head of Research is in charge of making sure that the Academy's standard of knowledge is kept up to date to afford their students the best education possible. The Head of Research and development will often be in close affiliation with the Masters of the Academies.
Head of Student Affairs & Services - This position is dedicated to managing the recruitment of new students, overseeing on-campus activities, and managing contacts with Alumni of the Academy.
Chief of Administration & Finance - This position deals with student entry fee requirements as well as balancing the budget for the other departments and keeping the Academy funded.
Head of Relations and Communications - This position often works with the Board of Trustees, and therefore the Dean. The Head of Relations and Communications often times makes sure that the Academy's sterling reputation is kept that way. The Deans may choose to use their Head of Relations and Communication to report minor changes to the Academy to each other and the board of Trustees if the issue isn't important enough to call a meeting.

Department Heads - Each department head has a manager, working closely under the Masters of the Academy to make sure that courses function together with each other. IE: Required courses don't happen at the same time. They also micromanage the curriculum as the need arises. The Professors that teach within their area of expertise report to the Department Heads, and are held accountable for their teaching.
Department Head of History - Both North and South academies have a Head of History, though their jobs differ greatly. The Northern Head of History concentrates in the areas of culture development, while the southern deals with the history of the various minor skirmishes that had broken out over time and what little there is to be said about the Cove's limited military history. Both cover the area of general history about the development of the Cove.
Department Head of Magic Combat - In the Northern academy, magical combat is a small but thriving department with a narrow field of view. This Department head often works with recruiters from the Elites if they need mages who can handle combat.
Department Head of Magical Studies - A wider field of study populated with more students, the Magical Studies department has everything in it from the healing arts to using magic as a crafting tool. Many of the best artists in the world come from this Department.
Department Head of Tactical Studies - The Tactical Studies department is found in both the Northern and Southern Academy, though in the Northern Academy it has been absorbed by the Department of Magical Combat. In the Southern Academy, Tactical Studies covers both Aerial and Land battle tactics for both small and large forces. Because of this, the Department Head reports often to both Masters of their Academy.
Department Head of Aerial Combat Studies - The theory and application of Aerial combat fit into this category. Often times, the head of this department is in contact with the Elites looking to recruit.
Department Head of Land Combat Studies - The theory and application of Land combat fit into this category. Often times, the head of this department is in contact with the Elites looking to recruit.

Okay I'm going to simplify this Organization so that it's not so daunting and people can fill positions.

Board of Trustees
- City Appointed officials
- Most likely Noble/Influential Politicians/Citizens
- Have little sway over the general workings inside the school, however they do hold monetary sway
- Can and have been bribed and circumvented
- Positions may fluctuate due to City elections
- Max position of ten (like the HC)

Dean of Academia and Magic/Dean of Aerial and Land Combat Fighting Arts
- Two positions, one for each academy
- Deals with the Trustees
- Responsible for corresponding with their opposite
- Highest possible position within the Academy, can overrule or countermand most decisions made in the Academies
- Elected by Council of Academy Masters
- Position is usually held until death or retirement
- Deans can recommend their own successors, as was the case with Apollo Goldfinch
- Can be made to step down by Massive Protest

Academy Masters
- Heads of the four divisions of the Academies
- Four members.
- Master of Academics, Master of Magics, Master of Aerial Maneuvers, Master of Terrestrial Maneuvers
- Elect the Dean in the event of a retirement/death
- Position held until death or retirement
- Can overrule or countermand decisions made by Department Heads
- Elected by a council of Department Heads
- Can only be forcibly retired by Dean or Massive Protest

Chief of Council
- One position
- Fluctuates due to Academy politics
- Brings the decision of the body of the Academy to the Masters who then bring it to the Deans
- Mouthpiece for the council of the Department Heads
- Ultimately responsible for notifying the Masters and the Dean of Academy meetings/correspondences
- Subject to termination for misconduct

Department Heads
- There are a variety of Departments within the Four Master subjects, each of these Departments has a head
- Positions are appointed by the Masters and the Dean
- Considered masters in their Departments
- May be petitioned by students to overturn decisions by Professors
- May be petitioned by Professors to accelerate a student's status
- Elect a Chief of Council, Elect Masters
- Subject to termination due to misconduct

Professors
- Appointed by Department Heads, Masters, Dean
- Most often Graduates, can move up the ladder
- Considered knowledgeable in their fields
- Elect their Department Heads
- Subject to termination for misconduct

Students
- Accepted by Department heads, Masters, Dean
- Can be accelerated
- Most start at entry level
- Sponsored students are given preferential treatment
- Can be apprenticed under any professor, Master or even the Dean

Admission
- There is no admission without aptitude testing
- Candidates are shuffled to the appropriate Academies
- Applications are looked over by Department Heads
- Contested Applications are reviewed by Academy Masters
- If there is further dispute, Deans will look it over
- There is certainly a fee to pay, a controlled fixed amount
- There are tuition assistance programs and work within the Academic cities as well as within the Academies
- Residence is required, unless student petitions for field study
